The Distinction Almost Every Guide Gets Wrong
“Is IPTV legal?” is a bit like asking whether email is legal. Internet Protocol Television is a delivery method, and in 2026 it is the delivery method essentially all of British television uses. Every product Sky, BT and Virgin have launched in recent years streams over broadband rather than a dish or an aerial. There is nothing to make lawful or unlawful about the pipe.
What can be unlawful is distributing content without the rights to do so. Under the Copyright, Designs and Patents Act 1988 that is copyright infringement, with criminal offences under section 107 for commercial dealing and a distinct offence under section 297 for dishonestly receiving a broadcast to avoid payment. The Digital Economy Act 2017 increased the maximum sentence for serious online infringement, and rights holders including the Premier League routinely obtain blocking injunctions against infringing streams during live fixtures.
Separately — and this catches people out — a TV Licence is required in the UK to watch or record live television on any channel, and to use BBC iPlayer, on any device. That obligation attaches to the act of watching live TV, not to how the signal arrives, so it applies to IPTV exactly as it applies to a set-top box.
